Nous avons d\u00e9ja <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">enregistr\u00e9 20 jours de retard\u00a0\u00bb. Pour le d\u00e9partement du transport \u00ab\u00a0le <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">lancement des vols sur l&rsquo;avion A330, \u00ab\u00a0El Qods\u00a0\u00bb, n\u00e9cessite l&rsquo;approbation <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">des manuels de proc\u00e9dures techniques qui concernent la maintenance et<\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">l&rsquo;exploitation de cet appareil\u00a0\u00bb, alors que Syphax Airlines \u00ab\u00a0n&rsquo;a pr\u00e9sent\u00e9 <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">ces manuels que partiellement et avec un grand retard, malgr\u00e9 les <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">correspondances adress\u00e9es par le minist\u00e8re du transport, pour parachever <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">les proc\u00e9dures n\u00e9cessaires \u00e0 l&rsquo;obtention de l&rsquo;autorisation <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">d&rsquo;exploitation \u00ab\u00a0.<\/span><br \/><span style=\"font-size: 12pt; font-family: georgia,palatino;\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">En effet, pr\u00e9cise encore le minist\u00e8re, \u00ab\u00a0il s&rsquo;est av\u00e9r\u00e9 que les manuels<\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">en question comportent plusieurs erreurs et des donn\u00e9es contradictoires. <\/span><br \/><span style=\"font-size: 12pt; font-family: georgia,palatino;\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">Le manuel de la maintenance ne concerne m\u00eame pas l&rsquo;A330, mais un autre<\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">appareil.<\/span><br \/><span style=\"font-size: 12pt; font-family: georgia,palatino;\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">L&rsquo;approbation des manuels repose donc sur leur r\u00e9vision par la <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">compagnie, du point de vue r\u00e9glementaire et aussi concernant la<\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">conformit\u00e9 aux normes. <\/span><br \/><span style=\"font-size: 12pt; font-family: georgia,palatino;\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">En outre le d\u00e9p\u00f4t des dossiers relatifs \u00e0 l&rsquo;exploitation de cet avion, <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">doit se faire avant l&rsquo;arriv\u00e9e de l&rsquo;A330 \u00e0 l&rsquo;a\u00e9roport de Tunis Carthage <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">et non apr\u00e8s sa livraison\u00a0\u00bb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">Pour le d\u00e9partement du transport, \u00ab\u00a0la pr\u00e9servation de la s\u00e9curit\u00e9<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">a\u00e9rienne et celle des voyageurs reste un principe irr\u00e9vocable, qui <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">d\u00e9passe tout int\u00e9r\u00eat financier et n&rsquo;est pas n\u00e9gociable\u00a0\u00bb ajoutant que \u00ab\u00a0la<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">probl\u00e9matique li\u00e9e au dossier de l&rsquo;avion de Syphax airlines est <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">essentiellement technique et devrait \u00eatre r\u00e9gl\u00e9e dans ce cadre technique\u00a0\u00bb.<\/span> <br \/><span style=\"font-size: 12pt; font-family: georgia,palatino;\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">De son c\u00f4t\u00e9 le PDG de \u00abSyphax airlines \u00bb a affirm\u00e9 que la non <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">autorisation de l&rsquo;avion \u00e0 entrer en exploitation est d\u00fbe en fait, \u00e0 la<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">signature d&rsquo;un contrat de maintenance avec \u00ab Air France \u00bb et&nbsp; non avec le<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">transporteur national \u00ab Tunisair \u00bb, arguant que \u00ab\u00a0cette derni\u00e8re ne <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">dispose ni des pi\u00e8ces de rechange, ni de la main d&rsquo;\u009cuvre qualifi\u00e9e pour<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">assurer la maintenance de ce type d&rsquo;avion\u00a0\u00bb. Et d&rsquo;argumenter qu&rsquo;\u00abAir <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">France \u00bb qui compte 29 avions de ce type, s&rsquo;est engag\u00e9e \u00e0 livrer \u00e0 \u00ab<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">Syphax airlines \u00bb un avion de remplacement en cas o\u00f9 le transporteur <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">Fran\u00e7ais se trouve dans l&rsquo;incapacit\u00e9 de r\u00e9parer une \u00e9ventuelle panne. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">Il<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">a estim\u00e9 que cet engagement ne pourra pas \u00eatre honor\u00e9 par \u00ab Tunisair \u00bb. <br \/><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt; font-family: georgia,palatino;\">M.Frikha a ajout\u00e9 qu&rsquo;Air \u00ab France \u00bb est certifi\u00e9e \u00e0 la norme \u00ab\u00a0ETOPS\u00a0\u00bb, <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">r\u00e8glement de l&rsquo;Organisation de l&rsquo;aviation civile internationale(OACI) <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">permettant aux avions commerciaux \u00e9quip\u00e9s de deux moteurs, d&rsquo;utiliser<\/span> <span style=\"font-size: 12pt; font-family: georgia,palatino;\">des voies a\u00e9riennes \u00e0 plus d&rsquo;une heure d&rsquo;un a\u00e9roport de secours, en <\/span><span style=\"font-size: 12pt; font-family: georgia,palatino;\">particulier les parcours oc\u00e9aniques.
