color: #808080;\">L<\/span>es 20% les plus pauvres de la population ne re\u00e7oivent que 37,2% du<\/span> <span style=\"font-family: georgia,palatino;\">montant global des transferts directs accord\u00e9s dans le cadre du PNAFN<\/span> <span style=\"font-family: georgia,palatino;\">(Programme National d&rsquo;Aide aux Familles N\u00e9cessiteuses), soit une aide<\/span><\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\"> mensuelle de 100 dinars, pour chaque famille n\u00e9cessiteuse et les 40% les <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">plus pauvres, en re\u00e7oivent 60,7%\u00a0\u00bb a <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">indiqu\u00e9 le Centre<\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">de recherches et des \u00e9tudes sociales (CRES).<\/span><\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: georgia,palatino;\">Il s&rsquo;agit l\u00e0 des r\u00e9sultats d&rsquo;une \u00e9tude portant sur \u00ab l&rsquo;\u00e9valuation de <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">l&rsquo;impact des subventions universelles et des programmes d&rsquo;assistance<\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">sociale sur les populations pauvres et vuln\u00e9rables \u00bb, \u00e9labor\u00e9e par le <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">CRES, en collaboration avec l&rsquo;INS et avec l&rsquo;appui de la BAD. <br \/><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: georgia,palatino;\">Selon un communiqu\u00e9 publi\u00e9 jeudi par le centre, les premiers r\u00e9sultats <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">de l&rsquo;\u00e9tude font etat d&rsquo;une niveau relativement \u00e9lev\u00e9 d&rsquo;erreurs<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">d&rsquo;identification, puisque \u00ables familles pauvres qui ne b\u00e9n\u00e9ficient pas <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">du Programme d&rsquo;acc\u00e8s aux soins \u00e0 tarifs r\u00e9duits (AMG II) repr\u00e9sentent<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">61,9% du nombre total des familles indigentes en Tunisie, et 53,3% des <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">familles vivant sous le seuil de la pauvret\u00e9 extr\u00eame \u00bb. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: georgia,palatino;\">En outre, \u00ab\u00a048,9%<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">des personnes d\u00e9munies ne b\u00e9n\u00e9ficient ni du Programme National d&rsquo;Aide <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">aux Familles N\u00e9cessiteuses et de l&rsquo;assistance m\u00e9dicale gratuite<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">(PNAFN-AMG I), ni de l&rsquo;AMG II\u00a0\u00bb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: georgia,palatino;\">Malgr\u00e9 toutes ces d\u00e9faillances, ces transferts sociaux directs <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">contribuent d&rsquo;apr\u00e8s le CRES, \u00ab\u00a0\u00e0 r\u00e9duire les taux de pauvret\u00e9 car s&rsquo;ils<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">sont supprim\u00e9s, le taux de pauvret\u00e9 serait de plus de 16,5% au lieu de <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">15,5%, et la pauvret\u00e9 extr\u00eame atteindrait des niveaux sup\u00e9rieurs \u00e0 5,3%,<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">contre 4,6% actuellement\u00bb. <br \/><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: georgia,palatino;\">Pointant du doigt, un probl\u00e8me de ciblage qui engendre des erreurs<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">d&rsquo;inclusion (faire b\u00e9n\u00e9ficier du programme des familles qui ne sont pas<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">pauvres) et d&rsquo;exclusion (des familles pauvres qui ne b\u00e9n\u00e9ficient pas du <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">programme), le CRES a jug\u00e9 qu&rsquo;il est indispensable \u00ab d&rsquo;am\u00e9liorer la<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">performance du programme d&rsquo;au moins 50%, si l&rsquo;on veut atteindre une <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">performance \u00e9quivalente aux programmes les plus efficaces \u00e0 l&rsquo;\u00e9chelle<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">mondiale (tels que mis en \u009cuvre en Bulgarie, en Argentine, en Albanie ou <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">au Chili)\u00bb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: georgia,palatino;\">Ainsi, le Centre a recommand\u00e9 \u00abde r\u00e9aliser un diagnostic s\u00e9rieux sur le <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">niveau r\u00e9el des erreurs d&rsquo;identification, qui repose sur une analyse<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">plus approfondie des indicateurs de performance des programmes <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">d&rsquo;assistance sociale actuels \u00bb. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; font-family: georgia,palatino;\">Dans cet objectif, la BAD a accord\u00e9 au<\/span> <span style=\"font-size: 10pt; font-family: georgia,palatino;\">CRES un don de l&rsquo;ordre de 250 mille euros (500 mille dinars), qui sera <\/span><span style=\"font-size: 10pt; font-family: georgia,palatino;\">r\u00e9serv\u00e9 au perfectionnement de l&rsquo;\u00e9valuation de la performance du syst\u00e8me<\/span> <span style=\"font-size: 10pt;
